オランダの依存症医療では、あらたな課題として、薬物使用者の「高齢者問題」への取り組みが検討されている。
高齢で薬物を使っている人は、長期間その習慣が続いている人や、依存の進度が進んでいる人である。断酒・断薬を試みたとしても、達成しにくい。そういった人が体調をくずしたときの介護・療養上の対応が、つぎなる課題となっているというのである。社会全体の高齢化とともに、当然、薬物使用者も高齢化していく。オランダでは、この傾向は、若年者のヘロイン使用新規参入がほぼ途絶え、ヘロイン依存は中高年の問題となっているため、いっそう際立っている。しかも、ヘロイン使用者全体の平均年齢が上がるのと同時に使用者総数が縮小しており、社会的少数者の高齢者問題という問題構成を備えつつあるという特徴がある。
